En 1998, Mons. Romeo Tovar Astorga, Obispo de San Miguel desde 1997 hasta 2000, nombró al padre Rogelio Ponseele en la Parroquia Santiago Apóstol de Torola, dejando bajo su pastoreo las comunidades de San Fernando, Perquín y Villa El Rosario. Por iniciativa propia se acercó también a algunas comunidades de la Ciudad Segundo Montes, Copinolar y Quebrachos; y a la comunidad Monseñor Romero o La Planta, en Jocoaitique.<br />

CEBES Morazán se integró a la diócesis de San Miguel y estructuró su trabajo de acuerdo al Plan Pastoral de la Diócesis.<br />
